In 1966, the Child Development Group of Mississippi or CDGM was a model for the newly established Head Start program. Serving 6000 children in the Mississippi delta, one of the poorest areas in the country, CDGM programs were often the first time the children had ever played with toys, eaten a nutritious meal, or seen a doctor. The program assisted with the creation of schools, empowered parents to become involved in their children’s lives and with their community, employed teachers, and provided children with an education their parents never had. To the white leaders in the south, watching black babies attempt to gain parity with their white counterparts before entering kindergarten, these black babies were a threat. [57:22]. Mississippi senator John Stennis took particular issue with CDGM, claiming that they had hired paid civil rights activists and supported the black panther movement, all using federal funds. Local white supremacists attacked CDGM locations, setting schools on fire, shooting up community centers, and local police did nothing. Instead of investigating the attacks against literal toddlers, Mississippi’s senator John Stennis, with his prominent position on the Senate Appropriations Committee, opened an investigation into Head Start. He hauled before the committee the founder of Head Start, Sargent Shriver, the head of the brand new Office of Economic Opportunity and husband of JFK’s sister Eunice. Shriver had also founded the Peace Corps, Job Corps, and most of the other programs behind Lyndon B Johnson’s so-called War on Poverty. The Senate committee berated Shriver with questions, allegations, and purported evidence to prove the allegations. Their main concern was misuse, fraud, and abuse of federal funds by CDGM. They accused CDGM employees of attending protests, being members of SNCC the Student Nonviolent Coordinating Committee, promoting the Black Panther cause and meeting with organizer Stoakley Carmichael. Shriver defended the group and his Head Start program, saying that attending first amendment protected protests on their free time was entirely within the rights of the teachers and employees of any federal program.
The White Establishment had already heard enough. Under pressure from LBJ and powerful white leaders, Shriver folded like a paper plane, cutting funding to CDGM until new leaders were found for the head start program in Mississippi, ones that better aligned with the desires of the white supremacist leaders in the state who refused to put notions of equality in the heads of little black children.
Exactly 60 years later, the nephew of Sargent Shriver, RFK Jr, is heading up Health and Human Services, the agency now tasked with overseeing the nation’s Head Start program. And last month, his agency announced sweeping rule changes to Head Start that will gut the program from the inside out. RFK Jr is a man intent on completely unraveling his entire family’s legacy, but he’s taken a sledge hammer especially to his own uncle’s work attempting to fight the war on poverty. But of course RFK Jr isn’t working alone, and Head Start specifically has been in the crosshairs not only of the Trump regime but also of the Heritage Foundation, which has for years been making disingenuous claims that the program doesn’t work and called for its complete dismantling in their Project 2025. It appears that finally, 60 years later, the white nationalists will get their wish.

Lyndon Baines Johnson spent his early career teaching impoverished Mexican-American students in Texas after having grown up poor himself. Many say that the War on Poverty for LBJ was personal. It was also economical. Children with no education made for poor workers later on. But unlike his conservative counterparts, and the Reaganomics that would follow him, LBJ believed that poverty was a solvable social failure and not a personal moral flaw. And so he believed that it was the federal government’s role to step in and attempt to solve the issue of poverty, because alleviating poverty would benefit the nation as a whole. He wasn’t a secret socialist, don’t worry, it was American bootstrapping under a more holistic approach. Instead of exclusively relying on individual handouts, the federal government was to provide supports to empower people to lift themselves out of poverty by becoming good workers. Medicare and Medicaid ensured they were healthy, SNAP ensured they were fed, Job Corps ensured they had training later in life, but Head Start ensured that, from infancy, the poorest kids had a fighting shot at keeping up with their peers from higher socioeconomic backgrounds. And decades of research, even available back in 1965, showed that early childhood support sets the foundation for the rest of a person’s life and can positively impact educational attainment, job prospects, and social wellbeing for generations.
Head Start, however, isn’t just preschool for poor kids. It was specifically created to figure out the question “what does a poor child need to enter kindergarten on the same footing as his or her wealthier peers?” This is a holistic question. It’s not just about making sure they’re being read to every night. Children from impoverished backgrounds have a whole host of needs that, if left unmet, would set them up to fail when entering school with wealthier students. So yes it is, in part, an educational program. Head Start requires limited class sizes of, for example, no more than four 2-year-olds for every one adult teacher. This allows for students to receive individualized support, develop strong positive relationships with their teachers, and improves the learning environment. Head Start has curriculum requirements for each age group it serves that are backed by heavily vetted national educational standards. But Head Start really is a holistic program built specifically to serve lower-income children. Children in Head Start are required to be provided with at least 1/3rd of their daily nutritional and caloric needs. They are provided with regular medical checkups, dental care they likely wouldn’t receive otherwise, mental health services and counseling, and early intervention in diagnosing and addressing disabilities including autism spectrum disorder. Head Start heavily involves parents in the entire process–parents serve on committees to make decisions about the program and their community, parents are given training and information and support about healthy parenting and discipline practices. Students with disabilities are required to be involved equally in the classroom so that they are supported and not singled out as different from their peers. Head Start requires that teachers serving large populations that don’t speak English also speak the language of their students and their families. Bilingual support is required for dual language learning children.
Head Start also has strict rules about punishment–expulsion from the program is banned, and a child can only be suspended from the program for a maximum of 3 days and only under extraordinary circumstances. This acknowledges the fact that expulsions tend to be disproportionately aimed at black students, boys, and students with disabilities, often due to underlying biases or blindspots from teachers and administrators who may be working under difficult conditions and stress. Expulsions have also been linked to long term life outcomes, with students who have been expelled or suspended having lower levels of high school graduation. And Head Start serves kids 5 and under. If a toddler is displaying behavioral issues that warrant expulsion that is likely a sign that something is wrong either at home or with the child’s development, a reality that needs care and intervention, not expulsion and exclusion.
Head Start also takes into consideration how race or disability or other aspects of a child’s identity might shape how they live and learn and provides support for kids who the system often leaves behind. And as the children transition out of head start and into kindergarten, Head Start supports children and parents especially who need help navigating the system due to disability, language constraints, or any other reason. Head Start has, for 60 years, treated all of a child and family’s needs as connected, attempting to coordinate services specifically designed for low income families who don’t have access to services or other supports that would help their child thrive.
And Head Start is not perfect, nor is it perfectly implemented across its more than 1500 programs around the country. It’s still a federal program, with all of the pitfalls and blindspots and red tape that comes with federal programs, but numerous studies across decades, studies that the Heritage Foundation conveniently ignores, have repeatedly shown that Head Start does work to improve outcomes in children’s lives. Today, around 700,000 children rely on head start for early childhood support. Over the course of the program, it has served over 40 million children. One study was done of children who participated in the program between 1965 and 1980, tracking the kids well into adulthood, as well as cohorts of kids who were 6 at the time Head Start was created and therefore didn’t have the opportunity to participate, to compare outcomes for the two groups. The study found that 3/4ths of the participating children were not white, so this is a program that disproportionately benefits poor black and brown people, but also poor white kids too, and they found that kids who participated in Head Start were nearly 3% more likely to finish high school, 8.5% more likely to enroll in college, and 39% more likely to finish college. Their likelihood of living in poverty as an adult was reduced by 23% and the likelihood that they would depend on public assistance as an adult was reduced by 27%. And the benefits were even more stark when controlling for gender, with the study showing Head Start reduced poverty rates among women by 31%. The study posits that these outcomes may also have increased female participant’s likelihood of marrying higher-income spouses and spending more time in the household with children and less time working to make ends meet–a preferable outcome both of the 60s era but frankly of the MAGA movement, which is why I highlight these numbers. If MAGA really cared about healthy marriages and fewer people on public assistance, they would support programs that have been proven to result in those outcomes. But we’ll get into that.
And other studies have shown that the return on investment in Head Start is staggering. For every one dollar spent on head start, society sees a return of $1.86, or an 86% ROI, far surpassing anything you could ever hope to see in the stock market. If you were a business owner and found something that would give you an 86% ROI consistently, you’d be dumb not to do it. Like if we’re going to run the country like a business then let’s run it like a fucking business. And what’s more, studies have shown that the positive outcomes from Head Start extend to the parents of Head Start kids as well, who attain higher levels of education themselves, showed steps towards economic self-sufficiency, improved parenting practices and improved home environments. By pretty much every measure, when implemented correctly, Head Start provides positive outcomes for children, their families, and society writ large.
The Heritage Foundation and its ghouls who have infiltrated the federal government would have you believe that Head Start doesn’t work at all, and is instead rife with waste, fraud, and abuse. Project 2025, created by the Heritage Foundation, calls for the complete elimination of Head Start and the Office of Head Start, claiming that a quarter of grant recipients had incidents in which children were abused, left unsupervised, or released to an unauthorized person between October 2015 and May 2020, citing to their own website to support the finding. Their own website then cites to a report from the Office of the Inspector General from 2022 which does say that the office found that 1 in 4 Head Start grant recipients received an adverse finding, encompassing over 1000 individual incidents. 1000 incidents over five years for a program that is serving around 700,000 children at any given time. But sure I support zero tolerance for abuse, lack of supervision, or unauthorized release. The very report that the Heritage Foundation cites to to back up its call for completely dismantling Head Start does not say this means Head Start must be dissolved. The report calls for GREATER oversight, MORE resources to Head Start, INCREASED reporting requirements and regulations for Head Start recipients, and providing MORE information for Head Start participants on how to identify and prevent these incidents. Not GUT the program entirely.
Project 2025 further claims, without citing to any evidence at all, that Head Start has little or no long-term academic value for children. Again, there is no citation in Project 2025 to back up this claim. But I found a blog post from the Heritage Foundation from 2010 in which they made the same claim, that Head Start doesn’t work. In THAT article, the author claims that in the 90s, Congress released a report, doesn’t say what the report is called, doesn’t provide a citation, doesn’t give a link, nothing, doesn’t even give a precise year so there was no way for me to even find the report they claim exists. In this fake report they claim it was found that Head Start students entering first grade had no improvement in their cognitive abilities. I can’t tell you whether or not that information is true because I have no way of finding this report. And I go into excruciating detail on this rabbit hole I went down because this is a really common playbook that these people are using to run the government of the United States into the fucking ground. Cite vaguely to some official report, make sweeping claims based on this uncited report on your website blog in 2010, continue to harp on it for years just citing back to yourself based on this one potentially non-existent government report, ignore the piles and piles of evidence that proves the opposite of what you’re saying, in studies that are actually citable and readable, and then treat the thing you’ve been lying about for decades as just an established fact because look at all the blog posts we’ve written about it, and then write that into Project 2025 and put your goons in charge to make sweeping changes based on the thing you made up 15 years ago. So much of what they claim and what they say is true, if you peel back even just one layer, spend 10 minutes just digging a little bit into their sources, comes completely unraveled.
And they’re doing the same to head start what they’ve done to so many other government programs–claim not only that it doesn’t work, but that it is rife with abuse by shady liberals or socialists or antifa or civil rights activists or whoever, calculate arbitrarily how much the “middle class” is being charged for the program and say wouldn’t it be great if instead of wasting your hard earned money the government just gave you back the $7500 per person they spend on this program (nothing cited to back up that number) wouldn’t that help the poor people more? Or at the very least stop YOU innocent middle class person from having to pay for these gross poor people? Ignore the fact that even if Head Start did really cost taxpayers $7500 per year, which is highly unlikely given the share of the budget represented by Head Start–$11 billion dollars of the total 7 and a half trillion dollar budget, I’ll let you do the math, but even IF it costs each tax payer 7500 per year, every 1 dollar returns 1 dollar and 86 cents, meaning your 7500 investment returns 13,950 dollars back to society, every single year. Show me an investment opportunity that does that and isn’t a scam I’ll wait.
It’s the classic case of pitting middle class people and white people against poor people and brown people in an attempt to get everyone to ignore the billionaires stealing our labor and evading all taxation, tax dollars that could increase the reach of Head Start and the overall benefit to society, including oversight. I’m not saying there is no fraud or abuse happening in Head Start, but gutting it is not going to help children, and that’s exactly what the Trump regime is doing.
As I said, last month a brand new set of rules were announced for Head Start that essentially gutted the 100 pages of existing Head Start regulations and either completely got rid of them or changed and loosened requirements. The idea, according to the Trump regime, is state’s rights, of course. Leave it to the states to set their own rules based on their own local needs. What that actually means is that instead of being governed by rigorous Head Start requirements, Head Start programs will instead be governed by existing state regulations of childcare facilities.
The new proposed rules eliminate all teacher-student ratio requirements, leaving that up to the states. It eliminates requirements for preventing lead exposure. It removes the requirement that bus monitors be present on buses. It removes the requirement for facilities safety trainings and disaster preparedness. It removes requirements for screenings for health and mental health. It removes immunization requirements. It removes requirements for dental visits, teeth brushing at school, monthly mental health consultation, ongoing medical care checks. It removes anything that addresses disparities based on racial and ethnic backgrounds. It removes the requirement that parents be involved in a parent committee to advise on school activities. It removes protections for disabled students. And it removes the ban on expulsion as well as other bans on discipline, including bans on yelling and screaming at students and bans on solitary confinement and physical restraint. Again, the administration claims that these are now all optional, up to states to decide. Head Start centers can of course continue to operate the way they always have, that’s just left up to them to decide now instead of being mandated by the federal government. But of course their operations are still subject to federal oversight because they are funded by federal dollars, federal dollars that this regime loves to wield to punish and get their way. But no you guys can do whatever you want, we definitely won’t target programs in the states we want to punish…
The central problem with leaving Head Start to be regulated by state laws around childcare centers is because those laws are not designed to support a program like Head Start. The two entities–head start centers and private childcare centers are two completely different things with two completely different goals. Childcare center regulations are aimed at any center that cares for children. While Head Start tries to answer the question “What does a poor child need to thrive and be on par with their wealthier peers when entering kindergarten?” the regulations around childcare facilities try to answer the question “what are the minimum health and safety standards to keep children from literally dying?” They do not address the holistic challenges facing impoverished children, they do not aim to best serve that specific population. They aim to make sure that the people providing children with care aren’t literally killing or severely injuring those children. That’s it. This will result in a patchwork of regulations across the country so that one Head Start program will be VERY different from the next even just a town over. Your zip code will determine the quality of your service, the very thing LBJ created Head Start to make an end to. The accident of your birth should not determine the outcome of your life. And by pretty much every measure, Head Start will be worse everywhere because of these new proposed regulations. For example, in Mississippi the Head Start requirement of no more than four toddlers for every adult teacher would give way to the Mississippi state requirement of no more than TWELVE toddlers for every one teacher. I’m not sure if you’ve ever met a toddler but those motherfuckers are WILEY. Now imagine TWELVE OF THEM climbing up the walls and you’re making 10 dollars an hour to wrangle them all. In fact only TWO states, Massachusetts and Connecticut have state laws on the books that would keep the four toddler to every teacher ratio in place, every other state would see an increase in the number of kids per classroom. And the training of the teachers in those classrooms would go down as well. Head Start requires teachers to have at least an associates degree in child development or a related field, with at least half of head start lead teachers required to have a bachelors degree. Those requirements would go away. Instead, there are 19 states that allow for teachers to have a GED OR LESS, and only TWO require an associates degree or higher in alignment with head start requirements. So we’re talking 50 wildly different standards, none of which were designed to meet the specialized needs of low income kids.
So not only is this administration’s claim that Head Start doesn’t work not true and based on fake information they’ve been harping on about for over a decade, by gutting the regulations they are basically doing what a court already said they can’t do. Earlier in this term, Trump attempted to completely defund Head Start, but that was blocked by a judge, though he did still manage to shutter fully half of the 10 regional Head Start offices via funding cuts and government-wide budget freezes. These new proposed rule basically abdicate the federal government’s duty to the program and lays it at the feet of states that they know won’t have the ability to maintain the programs either via their budgets or via their woefully inadequate childcare laws. And the move also shows just how hollow the Heritage Foundation’s and MAGA’s claims are about caring whether or not children are properly cared for under the system. While the Office of the Inspector General found that around 25% of Head Start programs had at least one incident involving child abuse, neglect, or unauthorized release, a recent report from that very same Inspector General found that fully NINETY SIX PERCENT of state child care providers, the ones governed by the state laws that HHS now wants Head Start to be governed by, 96% of them “had one or more instances of potentially hazardous conditions and non-compliance with the state health and safety requirements, including criminal records check and licensing requirements.” And anecdotally my friends who have had children have had an incredibly difficult time finding childcare providers that DIDN’T have recorded instances of rule violations. If MAGA really cared about children, they wouldn’t be leaving the MOST vulnerable children to be placed in childcare centers not only not designed to serve them but also likely to have regulation violations of their own at far higher rates than head start programs do.
And on TOP OF ALL OF THIS, their claim that this is meant to leave it to states, to empower states and not slap them with regulations from a distant uncaring federal government also falls flat when you look at what these new proposed regulations ADD to the Head Start program. That’s right, while the vast majority of the proposed rules simply do away with any requirements at all, there are a few NEW requirements that Head Start programs must meet that make it clear the MAGA goons aren’t actually worried about an overbearing federal government, they’re just worried about the federal government mandating what serves THEIR white nationalist agenda. Some of the new requirements fall in line with RFK Jr’s MAHA movement–they require nutrition to be from “nutrient dense whole foods” so the nutritional benefit of the food being provided to children those regulations have gotten higher. It’s unclear what exactly that means, perhaps a bucket of beef tallow will be coming to a childcare facility near you. The new rules also increase the required physical activity for children, setting the benchmark at 30 minutes of physical activity for every 3.5 hours of classroom time. I don’t take issue with those requirements on their face, the main issue with MAHA is that it tends to try and add shine to a turd–we’re completely dismantling mental and physical health supports on a systemic level for poor kids but look we’ll give them more time on the playground every day, it’s fine. But it’s not just the nutritional and physical fitness requirements that are new.
The new rules ban Head Start programs from teaching in anything other than English. This means an end to the inclusive dual language learner programs that have existed in the past, programs that have been proven again across decades of research to benefit dual language learning families MORE than programs taught just in English–in fact dual language learning programs tended to result in BETTER outcomes for the dual language child over their mono-lingual peers, programs that are, in fact, incredibly necessary for not only children but especially their families to derive any benefit at all from the Head Start program. Imagine you speak one language and you send your kid to a school that only speaks a different language, all the teachers only speak that different language, you cannot speak that different language, and your kid has to learn in one language and come home and speak in a different language, there would be no way for that Head Start program to inform you about mental or physical health screenings, about anything at all. It would completely defeat the purpose of the entire program. Which I think is the point.
Further changes include requiring more documentation from families in order to qualify for the program, especially documentation from unhoused families, which can be incredibly difficult to obtain, and incredibly hard to prove. It’s really hard to prove a negative. I don’t have a home. Here’s a picture of me on the street? Here’s a picture of me on my friend’s couch? It is an increased paperwork requirement in order to try to kick as many people out of the program as possible or make the program as inaccessible to people as possible. And also these new proposed rules have another new requirement: Head Start programs must provide educational material to children that quote “demonstrates healthy marriage as a positive good” and “demonstrates the value of healthy marriage” specifically emphasizing the critical role of fathers. The rules don’t explicitly say what that means, but based on the history of this regime and its alignment with the Heritage Foundation, you can bet that means cis, heterosexual marriages and could easily be spun into a ban on anything any book any teacher that indicates support of anything other than a cishet religious union.
The regime claims they will save $2.2 billion dollars per year by making these changes to Head Start, and will use that money to reinvest back into the Head Start program and expand access to an additional 200,000 plus kids. So more access to an even worse program, cool. Given this administration’s track record, it is highly unlikely that any money will be saved at all and, if it is, that it will be used for anything other than funding more wars and bombs to blow children up.
This is not about and has never been about decreasing the role of the federal government in the Head Start program. Nor has it ever been about helping kids. It has been about using it as a means to spread the white christian nationalist belief system of the Heritage Foundation, Russel Vought, Stephen Miller, and the other goons behind the scenes, and making it completely useless and inaccessible for the very people who most need it–poor mostly black and brown children. The administration has already tried to completely bar undocumented children from the program, which has been blocked by a judge pending litigation, but their pure malicious hatred of the most vulnerable kids in the country is on bare display with these new proposed rules.
Okay now this is important–this is just a PROPOSED change to the Head Start regulations. They’re still at least nominally playing by the rules, which requires any rule change like this to be open to a public comment period, and those comments must be taken into consideration before moving forward with any rule change. Lord knows they probably won’t, but you can leave your public comment on this proposed rule change now until October 6th. I’ve linked in the description where you can leave your public comment. The main takeaway here is not that Head Start is a perfect program, it’s not. There is great irony in the fact, for example, that some Head Start teachers are paid so poorly that their own children qualify for Head Start. But the solution is not to completely dismantle the one major federal support that poor families with young children have that attempts to address their needs holistically.
